Retell autodial, agent-initiated phone calls, and Linq SMS push to contacts who have not started the thread are Enterprise-only. The reason is regulatory, not commercial: TCPA exposure on outbound calling and 10DLC carrier registration on outbound SMS need a per-customer compliance review and dedicated lines. Every paid tier gets full inbound voice and inbound iMessage. Self-serve tiers do not get autodial or cold SMS.
